new bathroom construction….should the closet flange be level with the finished floor or on top of the finished floor, and should i use two wax rings????

Slightly below FF 1/8th-1/4 inch.
Use a deep seal wax gasket (with the plastic horn)

Your toilet flange should be set on the finished floor (no more that 1/4″ from floor to top of toilet flange. A single wax seal should be all that is necessary. I do not recommend using wax seals with the plastic horns.
