We turned on the cold water tap in the bathroom but when we turned it off it kept on running, not dripping but a steady stream.
We had to turn all the water in the house, i tried different things like taking the tap off and put it back on but no luck.
There is no shut off underneath the sink -
Have you tried turning it off in the road at the boundary box?

I am sure that the tip mentioned above by “paulpumb” would help you to shut off the water valve.
