I currently have a 4″ stack in my basement, which has been drilled out to accept a 2″ drain pipe.I would like to add a toilet on my 1st floor, what is the easiest way to tap into the 4″ cast pipe to accept a 3″ or 4″ drain for the new toilet?

Is this 4″ stack a vent stack or a soil stack or a waste stack?

Connecting a vent line to a soil, waste or even a leader line is a violation.

Use of drilling and taping other then class 22 corporation lines for water/gas service is also not really a good idea.
