Is it possible to let water run from a sump to the outside sewer to avoid the constant pumping of the sump pump? Some form of overflow near the top of the pump?

Being a sump pump manufacture I like it when pumps run all the time. Now to answer your question. If there was a way to drain the water by gravity, you would not need nor would you more than likely have a sump pump. Also most sewer districts do not allow folks to put drain or ground water into the sewer today. If you have a fall away lot, you could possibly drain the water away if the water table is not to high.
