a joint on my PVC pipe was leaking. The plumber cut the joint out and replaced with a ABS one. Can you just attach them by gluing them together? Does that give them a permanent cement?

There are transition glues to connect the two different materials. Most of them specify that they are for non-pressure situations such as drain lines. The bigger question is how he cut it out and installed the new fitting. Unless he had some play in the piping, he should have had some type of fitting or device to allow the pipes to be inserted properly.
