I bought a house and found the plunger type tub drain not working. They had used a stopper.

Removed the cover plate which was not connected to the trip lever.

The linkage does not appear to move the plunger either up or down.

I can only get the linkage to raise to the point that the locknut is in the bottom of the overflow and I can get a wrench in it.

Any ideas about how to get the linkage and plunger out so that I can replace the assembly and plunger.

If you hven’t already tried this, try pushing and pulling the linkage up and down and, at the same time, rotate the assembly to free it such that it will all come out. I have removed many this way when they are stuck.
