How can I shoot elevation grades using a garden hose or plastic tubing? I want to install a below ground drain pipe from my driveway end to the back of my property.

Easy, knowing water seeks it’s own level ALL you do is fill the hose with water and have someone hold the other end WHEN the water flows down hill HEY YOU GOT PITCH.
You could also use a string and and get a “line level” like we do on long runs (cost about $2 NOT including line) Then you give what ever pitch your little heart desires normally 1/4″ per ft.
By following this line YOU have instant pich and fantastic flow results.
