Inspector left note, “need clean out at kitchen sink.” Does UPC require a clean out under cabinet,under sub-floor,or within a certain distance?

The proper place is just under the sink drain connection, unless it is on a riser that goes through a lower level in which case it would be installed just above the floor. You want to install it where you have access to it. Not in a crawl space, please.
