the pilot on my 6 yr old water heater started going out. When I looked close it looks like the main burner is blowing it out because the flame is kind of sputtering and burning away from the orifice. I had a plumber come out and he took it apart(the burner) and said everything look okay. He blamed it on the natural gas coming into the house as water in the line or bad pressure. I had the gas company come check and they said everything was fine (at least at the meter) Any ideas would be appriciated)

Flames sputtering and raising a flame away from a strip burner indicates high pressure maladjustment within the burner. This needs to be adjusted so the flame sits securely at the burner.
