by code law can the manager of a apartment complex repair or replace a sewer pipe that has a belly in it for 6o’ or does it need to be done by a licenced plumber or general contractor

It should be repaired by a Lic. Plumber. But some mat. Men in apt.do it as matenance. Check with your local Plumbing Inspecter.
