        We have a 40 year old public library with a low pressure steam heating system. We are considering converting to a hot water system. Our heating design engineer says it is mandatory to include a glycol sytem at a cost of $4,000 to prevent freezing and protect the steam coil in the air handler unit. Is it really necessarry to include this system?

          I would say you better protect it from freezing, you should also ask about other possible methods.
