the downpipe next to our bedroom is broken, so the water falls straight onto the roof of the garage making so much noise that whenever it rains we can’t sleep in the bedroom. our rental agency refuses to repair it, so we are trying to proof that it really is very noisy. Does anybody have any idea how we can do that besides recording the noise? Are there some specifications of the down pipe which are clearly related to noise reduction?

Well down here I don’t know that there are in fact any reguiations that pertain to water noise excpet those of the local authority that refer to the loudness level of “noise”. The use of a decibel reading meter would give you the effect you are seeking it would clearly show the level of noise that could be used in any case you were likely to put forward.
