Toilet tank not refilling, making hissing noise

Hello, my friend was using the toilet today and after he flushed, the tank never refilled, so you can’t flush, theres a hissing sound coming from the filler float or the filler valve area, i have no idea how to fix this, so i need help

Sounds like there is something stuck on ballcock, turn off water take it apart and check it out, might be some dirt in there are the float is stuck.
