      how do I remove plastic cylinder inside toilet cistern of a Fowler toilet to replace seal to stop noise of water constantly filling? It is about 5 years old.

      If you are talking about ballcock then turn off water and diconnect tube underneath and loosen big nut and take it out. Did i read you right. Let me know. the way you explained is hard to decipher. Let me know if thats what you wanted. Go to http://www.google.com and ask how to fix are replace ballcock.
