I’m in an apartment with two-pipe steam radiators (1930’s house), unfortunately I share the thermostat with another tenant, who likes it HOT…how do I turn off mine – I turned the radiator valves (righty-tighty, correct?) but the radiators still get really hot. Most of the valves only make a quarter turn or less.

No too familiar with steam operated systems it is a specialist kinda field however, if the valve only turn a 1/4 or so then I suspect they are not working and allowing steam to pass through them. Contact the apartment Manager as see if there is a way to “section or zone” off the ones in your rooms.
