My water temperatue keeps changing. I think the hot water stops and starts. The hot water system is new. We dont have any other water running. The house and pipes are old. what needs to be done?

If you have old Gal. pipe then over the yrs. they corode up inside and cuts downthe flow of water, about all you can do is try to clean them out are replace with copper from main valve to fixtures, good luck , let me know what you are going to do.
