PVC Glues should be solvent based – there are many on the market that are not solvent types. The solvent eats into the outer skin of the PVC and virtually melts the joints together. The use of a Primer assist in the cleaning of the PVC and aids the glue to do it’s job.
Get the right product for the right job and you will not have a problem.
UNLESS………….you are applying pressure (water pressure) before the specified cure time for the glue to do it’s thing. If this is the case you will never succeed no matter which glue type you use!!!!!!!
