        My flapper appeared it was not seating correctly so I replaced it with a known good one from another toilet in the house. This one also leaks water into the bowl. I am assuming it is the flapper leaking, but the leaking does not stop even if I push down on it by hand.

          Look on the back side of the inside of tank and determine what the brand name of the toilet is, and then buy OEM for the flapper, this should resolve the problem.

          If this is a brass flush valve assembly, check the flush valve mating surface where flapper mates with valve, if there are any chips or abnormalities in this surface, replace the flush valve assembly.
