We suddenly have a low hot-water pressure throughout the house. Plumber says he can’t find a problem(leaks, etc) and we probably have a blockage somewhere – we need to re-pipe. We’re getting a second opinion but, any suggestions.

For what you say is hard to say whats wrong, but if you have a PRV you might take apart and see how much water comes out, could be bad, also have you goy a leak on the water service, check your neighbor and see how there press. is. Also check main valve make sure it is open and okay.
