I believe that there is the rough-in for a toilet in my basement – how do I tell if it’s for a toilet or the clean-out? Is there a difference? I also want to install a wash-basin there is a DWV a few feet from the area that would be ideal – is that a good idea?
I have photos of the area to email to people if that would help?
Thanks in advance for your help.

The key is going to be the vent. Obviously a vent will not be required for a cleanout. It must be within 6′ of the closet bend, and often enters the bend itself (vented closet elbow).

Acording to UPC code you cant use those vented closet bends. They went out with lead work.
