        Toilet has new refill valve, Toilet won’t refill without pushing down valve…………help

          What is the brand name of toilet and the manufacturer of the fill valve.

          What exactly are you pushing down, the trip lever?

            Sounds like you have a ballcock with a float on it and the rod is bent down to far, try bending it up a little.
