-pulled the lines and replaced the foot valve
-set the pressure in the pressure tank
-checke the water lines in the house and
have no leaks(I shut the water off after the
pump to the housend the pump still kicks on)
I have a pitless adapter is there a seal for that or does it seal with pressure?
it is a slow leak pump kicks on every 45 min.

Could be a simple thing like a very slow leak backwards through the footvalve itself.
You could try fitting a non return valve up by the pump on the inlet line which should stop any backward flowing leak.

The pitless adapters I’m familiar with all have an oring to seal the connection between the two pieces of the pitless. Normally it is in the drop pipe piece mating surface.

If changing the foot valve hasn’t helped, you could have an underground leak or a fitting leak.
