bathroom faucet/water pressure question

frequently when we turn on the water the water comes out and then a chugging noise happens kind of like the line is getting choked. generally if i turn the knob left to right and lower the pressure the chugging stops.

this is very annoying. what is the problem and how do we fix it.

Sounds like you have a loose washer in the stop under neith are the washer is loose in faucet, checkthem out.
