All of a sudden, the pipes in the house moan when the water is turned on. It does not seem to happen in the evening & in the morning. During the days is when it is really bad. They are working off & on on the pipes, so I do not know if it is air in the pipes or if the pipes expand because of the heat & then contract when the water hits them (live in LA).

If they are working on pipes then it might be air in the lines, check and wait till they are done.
