      I have a state water heater which will not drain. I have opened the hot water faucet in the nearest bathroom. What is the problem?

      More than likely the drain valve is blocked with sediment for hardwater. You should remove the valve and replace with a nipple and ball valve. If you close all hot water valves and shut off the cold feed line, you can do the replacement with little loss of water.
