When water is running in sink or shower, it stops for about 10 seconds, and then comes back on. Was very occasional, getting more frequent. Is this a plumbing or a well problem?

A well problem, start water conservation now. If you shut off the water and wait a few minutes and then you can use water again, it proves it’s the well. The pump could be shutting off due to a thermal overload protection that would shut if off until it cooled enough and then it would come on again to repeat the process. You need someone to check the amp draw and check the pumping level of the well. A well driller or pump guy is the best choice.
