I recently moved into a large 80+ year old rehabbed condo building with humming pipes. The humming is constant – not related to when water is turned off or on. Is there anything that can be done about this situation? What would cause water pipes to produce a humming sound at all times? Any information would be greatly appreciated.

Check the stools in the entire building, sounds like a bad ballcock. If possible shut each stool off to find out which one is bad.The humming will stop when you find it.
