Is there a way to replace the brass backflow preventer without replacing the entire sillcock?
The backflow preventer is brass, and the set screw has been broken off.

That is a problem with vacuum breakers, the screw is made to break off so that they cannot be tampered with by ley people & endanger the rest of the populace.
