I have to manually refill the tank to be able to flush it. With the water low, water trickles out of the top of the ballcock. It seems to work fine if I manually add water to the water line. Does the ballcock need to be replaced or what could be the problem?

Sounds like you need new ballcock are repair it.

I’d also check to make sure there isn’t anything that would be possibly blocking the incoming water supply…
In some cases it’s as simple as debris caught in the line somewhere… other cases it’s a new toilet valve…
