When i flush the toliet, shower, or run the tap, I hear this chugging noise in the copper supply waterpipes and it stops immediately when i turn off the water. The noise is kind of a banging (but not water hammer) and it sounds like there is too much pressure in the pipes. I have tried reducing the pressure, but it doesn’t seem to go below 100psi. When i ran the sink and reduced the pressure, the noises went away, but still says over 100psi. And sometimes the noises come back.

      Thanks for any help.

Sounds like your PRV is not working and it is banging, or you have some loose wahers on a valve thet is hammerig are a ballcock in a toilet is bad, better take PRV apart and get some new parts for it so it works, I would work on that first.
