i am setting a new toliet on a concrete floor in a basement. the floor is a bit un even so the toliet won’t set without rocking. what type of morter will set up under the toliet so i can prevent the rocking, but yet access the wax ring if i need ?

They make pvc shims that go under bowl to stop it from rockong, use them and cauk around.
