Whenever I turn on any of the sink faucets, shower, washing machine, or flush a toilet, there is a sort of howling or siren-like noise that lasts until I turn off the water. This happens with hot water or cold water.

Sounds like you have to much water pressure, ajust your prv if you have one turn it down if you dont get one.
