Moen shower faucet problem

Hi:
How do I repair a Moen single handle control shower faucet. I have two types of problems.
First, the screw that holds the control handle onto the stem is rusted and I can’t get it off.
Second, When you shut off the water with the control, after a few seconds it opens up again. You have to move it around a few times before it will shut off.

What should I do? Obviously, I’ve got to deal with problem one to get to problem two.

it sounds as if the previous repair was not done with a real moen cartridge complete with a cheepy steel screw to boot, break the handle off ( if it’s plastic) to expose the cartridge and re-build with a new cartridge and handle
