Our city is banning new installation of water softeners due to the chloride impact on the local enviroment. Are there any reliable, effective yet affordable water softeners for domestic use that do not rely on sodium or potassium chloride tablets?

You could use potrable exchange. Or consider using a direct feed RO system.–DavidROCONN reverse osmosis systems
