        I live in a 14 unit apartment building and recently got new taps and faucets for my bathroom sink. When I went to turn off the water flow on the two shutoff valves beneath the bowl, I was unable to fully stop the water flow and therefore could not install the new fixtures.

        Is there anything I can do short of having to get the entire building’s water shut off? [email protected]

          Sounds like you have some dirt caught in the stop. You will have to shut off main water and take them apart and flush out the dirt are solder.You should have seperate valves to shut off water to each unit.
