        The outside faucet makes a VERY LOUD whining noise. It is worse with low pressure, but still present on high. It is worse in the house than outside.

          Sounds like you have a lot of pressure are the washer is bad, if you have PRV on the service try to cut the pressure down.

            What, please, is PRV? I should also mention that the other outside faucet is fine.
