Have an odd problem with my toilet, regardless of the way it is used. Sometimes, the toilet backs up when I flush, looks like it will overflow, and then starts to drain. No, we’re not using too much toilet paper or tossing anything in that might clog
I live in an apartment building but have never had this happen with any of the other apartments I have lived in…
Could this have anything to do with the way the plumbing system works in the building itself or is it specific to my toilet? Is there anything I can do (drain cleaner?) that might prevent possible blockages? Any advice most welcome…

Sounds like you have a partial stoppage, try plunging it are have a cable run through the line.
