What pitch would be needed for adequete drainage on a drain pipe for an 8″ clear water, not sanitary, mini storm sewer to run over a length of 200′? The city engineer says .40% is enough although my research indicates .50% to 1.00% is the minumum requirement.

Most of the guys around here go with 1% if they have enough el. from point A to B.
