I am buying a new water heater for the first time and am told there is a permit fee to install? What is this for? Should I take the chance and install myself without the permit?

No you take out a permit and have it inspected so it is installed right and keep the inspection ticket. If you dont take out permit it could run into trouble. Plbg. permits are for protection of your health.
