I have just redone the floor in my bathroom, replaced the toilet, and now the bowl is not filling properly. The water reaches the water line in the tank but does not cover the outlet in the bottom of the bowl. Did I forget to do something?

Did you put 1/4″ tube back into the overflow, and look at rim to see if hole s are all open, if not clean them out.
