Do water heaters have to be mounted on a floor or can they be set on the ground in a half-basement?

do you mean in the dirt? no i wouldnt, but just go get some garden pavers at huge m woods and level them for a base. if it was in the dirt and any water got near it and made mud it could tip and that could be BAAAAD.
