Water flows freely through the white tube to fill up the tank, however, the water level in the toliet bowl is extremely low

The white tube is not for your tank to be filled it is to fill up bowl for a trap seal. That tube has to go in the 1″ pvc over flow pipe to maintain a trap seal. Take it and put it inthe overflow pipe about 1/2″ no farther.
