OK…the heater breaker pops but not right away. It will go a couple hours, untill it heats up. I suspect the coils but what readings am I supposed to get and do I have to check it? as soon as it pops?

Try flushing out your water heater tank. If you live in a hard water area you may have a build up of calcium in the bottom of the tank that may be trying to heat up also. Good luck.
