        I just had an instant (recirculating) system installed in a new home. Unless the pump is on, I am not getting any hot water at all and the builder says this is correct. My parents have a recirculating system in their home as well, yet when their pump is off it just takes a little longer to get hot water. Shouldn’t my system work that way as well?

            Sounds like something was connected improperly.

            Such as running the hot outlet from the water heater through the pump. If the pump is not operating, there is no hot water flow.
