I noticed water slowly flowing from between the foundation and the brick. I looked at the meter and it shows the flow, even after I turn off the main water valve and all other faucets are turned off? Does this mean that the leak is upstream from the valave, and if so, why do I have the slab leak? Please help.

It gos thrugh the metr soits upstreem. It broke cous conctret moves an works the metl.
