I have an older toliet and have effectively cracked the tank wide open. When I went to buy a new tank I was told that I will need to replace the entire unit with the new standard 1.6 gpf. Why would I need to replace the entire thing? Why not just the old tank with the new?

In Australia you are able to replace the cistern only, Unless you move the bowl, then you would need to replace the lot even if the bowl was ok.
