        My water heater did not have a TPR valve installed. When I called someone to install one they could not get the plug out. They installed the TPR Valve on the hot water pile just above the tank. Is this legal?

              shouldn’t be a problem but who installed the w/h without a t/p? oughta be drawn & quartered

                I didn’t even know you could buy a heater without a T&P.

                Your “plumber” also needs to invest in some larger pipe wrenches.

                As for it being legal, legal is different from safe.

                  around these parts (east coast) you could buy a w/h without a t/p up to about 2 years ago (home centers longer)and i’ve seen at least one installed with the opening plugged
