ok when water is open at faucet everything is ok…but when i close all exits the pressurre builds up until it blows my outside water hose…which is hooked on the line after the regulator…

The regulator is bad and is not maintaining the required static pressure. But hoses are not designed to be under full pressure either. That is why the faucet has a turn off handle.
