My washing machine keeps filling with cold water even when it is off. I’ve turned off the cold water valve and thought I’d use hot water until I get whatever is fixed, but the hot water won’t run in at all. Yes I checked to make sure the hot water valve was still on, but nothing. Why is it filling with cold water constantly?

Bad solenoid valve or partically blocked in the open position with sediment
