How can I stop my toilet cistern from condensating up to the water level.

You can buy a styrofoam insulation kit to fit your tank (cistern). These generally fall apart after a few years, however, so your best bet is to buy a tank that has a “factory” liner. (note: the water level in the tank should always be set below the top of the liner.
